TN enters into MOU with Sarvam AI to establish a Sovereign AI Park in Chennai

Tamil Nadu has made a significant advancement in sovereign AI by entering into an MOU with Sarvam AI to establish India’s inaugural full-stack Sovereign AI Park in Chennai, backed by an initial investment of INR 10,000 crore. The agreement was formalized earlier this year, in the presence of Chief Minister MK Stalin, Industries Minister Dr. TRB Rajaa, senior government officials, and Sarvam AI co-founder Pratyush Kumar. This initiative marks the beginning of a state-controlled AI ecosystem, ensuring that data, models, and computing infrastructure are maintained in a secure, trusted environment.

The planned park is set to serve as a specialized district integrating extensive AI computing, secure data infrastructure, research laboratories for model development, and innovation hubs. Additionally, it will accommodate an Institute for AI in Governance that will concentrate on applications within the public sector. This initiative is anticipated to create approximately 1000 high-skilled positions in areas such as AI research, infrastructure engineering, and technology roles focused on governance.

Officials have stated that the objective is to facilitate applications in education, agriculture, healthcare, and citizen services while ensuring that sensitive data remains protected within the state-controlled framework.

Sarvam AI, previously chosen as part of the IndiaAI Mission to develop India’s inaugural sovereign large language model, will conduct the training and deployment of its models exclusively within India, tapping high-performance computing resources.

As per official reports, the foundational model is expected to be unveiled during the India AI Impact Summit 2026, and it will function in accordance with the country’s regulatory and data governance frameworks.
